In order to accelerate construction of central small-sized town, upon approval of Department of Civil Affairs of Guangdong Province, the original Niuwan Town and Luokeng Town were merged into a New Luokeng Town on Dec. 31, 2001.

Luokeng Town is located at the western part of Xinhui of Jiangmen City, covering 120 km2 of land and having a population of over 40,000. There are 18 Committees of village habitants and 2 Committees of community habitants under its direct jurisdiction. Its location is 12 km from the city center and 15 km from Xinhui Port. It adjoins Huicheng Town at the east, adheres to Shuanshui Town at the south, and connects to Dajiang of Taishan City at the west and neighbors with Siqian Town at the north. It is connected with Guangzhou, Shenzhen, Zhuhai and other coastal open cities and special economic zones through exit at Niuwan Overpass of the Xin - Tai Expressway. It has advantageous geographic conditions with highway net and ports leading to all places of China. With 42,000 oversea Chinese and their relatives, Luokeng Town is a famous home of oversea Chinese.

Luokeng Town has excellent communication conditions. All the roads leading Luokeng Town to the prefecture are paved with concrete. The infrastructure facilities are improving incessantly. Luokeng Town has successively invested 50 million RMB yuan for extension of the 110 kV microwave controlled substation, Chen Yushu tap water plant with daily capacity of 8000 m3 and a program-controlled telephone exchange center with capacity of 10,000 subscribers. Luokeng Town has a Grand Luokeng Hotel with 130 guestrooms, restaurant and entertainment facilities, a complete middle school with investment of over 10 million RMB yuan, many primary schools and kindergartens with excellent education conditions. There is also a key town hospital of Xinhui City - the Luokeng Hospital.

Luokeng is the central town on the southern bank of TanJiang River of Xinhui City. Its industry and agriculture are developing rapidly. In 2001, the total industrial and agricultural production value reached 1.57 billion RMB yuan. The main industrial products are textile, food, furniture, chemicals, building materials and art and craft products.
